This was created because some URL can't be shared through some platforms, so this website helps you in that case.
You just have to pass the url as told here. Then share the whole URL and hopefully no platform will prevent you from sharing your desired website.
Actually this is a tool for the owner, because sometimes he gets some trouble while sharing some links. So he created this in order to easily share his links. Don't abuse it, and make sure that everybody becomes happy.
